To fulfil their respective mandates, public and municipal bodies and government corporations procure goods from businesses or call on them to perform services or construction work. This is government procurement.

Role of the Secrétariat du Conseil du trésor

The Secrétariat du Conseil du trésor plays a key role in the management of contracts and material resources within the public administration. Thus, the Sous-secrétariat aux marchés publics is entrusted with the task of ensuring optimal oversight of contractual activities.

For this purpose, the Sous-secrétariat aux marchés publics proposes legislative and regulatory texts, policies and directives regarding contracts, particularly contracts involving the purchase of goods and the performance of construction work and services. For public organizations, it processes the authorization applications sent to the Conseil du trésor.

The Sous-secrétariat aux marchés publics consists of a dynamic team that spares no effort to provide leading expert consultancy on practices for goods procurement and the performance of construction work and services. It also takes part in the negotiation and follow-up of agreements on the liberalization of government procurement. It ensures public market training for the departments and agencies and for the organizations and institutions in the health and social services and education networks. In addition, it is mandated to provide information to Québec businesses on how to do business with the government.
