Management framework of the public administration

The Public Administration Act adopted unanimously in May 2000, affirms the priority that is put on the quality of public services. It sets out a management framework geared to the achievement of results, respect for the principle of transparency and increased accountability of the public administration to the National Assembly

New responsibilities have thus devolved to Government Administration. The departments and agencies that provide direct services to the public are required to publish a statement of their objectives relating to the level and quality of such services.

They must also draw up a strategic plan with orientations for their actions over several years and account for the results achieved; in particular they are required to submit an annual management report. To improve their performance, the departments and agencies must also put the emphasis on certain internal practices in management monitoring and control. Internal audit and program assessment are among the sound management practices to be applied in the public sector.
