About the Conseil du trésor

The Conseil du trésor exercises its powers by virtue of the Public Administration Act, the Public Service Act and the the Act respecting the process of negociation of the collective agreements in the public and parapublic sectors.

The Conseil du trésor

Created in 1971, the Conseil du trésor is a standing Cabinet committee. It is composed of five ministers and chaired by Michelle Courchesne, Chair of the Conseil du trésor, Minister responsible for Government Administration, Minister of Government Services and Minister responsible for the Laval region, the Laurentides region and the Lanaudière region.

The members of the Conseil du trésor generally meet once a week, on Tuesday morning. Quorum is three members and decisions are made by consensus.

Mission

The Conseil du trésor:

  • advises the government on human, financial, material and technological resources management in the Québec Public Service;

  • develops and implements effective resource management policies;

  • prepares the expenditure budget and ensures that it is enacted;

  • submits budgetary expenditure forecasts to the Conseil exécutif annually and prepares the Estimates, which are tabled before the National Assembly, in the spring, before the beginning of the fiscal year;

  • assists the government in its role of public service employer, controller and coordinator of negotiations in the public and parapublic sectors;

  • issues opinions to the government, making recommendations on the administrative and financial repercussions of government department and agency projects;

  • supports government departments and public organizations in implementing change.

The Chair of the Conseil du trésor is assisted by the Secrétariat du Conseil du trésor, which offers services to government departments, agencies, enterprises and citizens.
